Introduction
This script is written to help facilitate debate as a chair in any standard MUN committee. This script has been derived from MUNConferences.com and the official UN guide for Model UN. For historical reference, most of these rules are actually derived from Robert’s Rules of Order. While the script follows general conventions, the author has taken personal liberties in writing this guide to be suitable to his own preferences. Feel free to modify this script as needed per situation; it is to serve as a guide, but not a script to read verbatim from.
Conference Script
Beginning a session
“(The) house will come to order. We will now commence with the roll call. Please raise your placard up high when their country’s name is called upon.”
(opt.) “When your country’s name is called upon, please state your presence and your voting status. As a reminder to delegates, stating that they are ‘present and voting’ will not allow to abstain from votes, while ‘present’ allows you to abstain from votes.”
Perform roll call
“Are there any delegates who’s delegation has not been called upon?”
Setting the Agenda
(opt.), skip if the topic is decided ahead of time “We will now proceed with voting on the topic of debate.” “The topics to be discussed are [...]” “Delegates wishing to debate topic X first please raise your placard.”
Repeat for other topic
“We will now proceed with debate on the topic of X.”
Opening speeches and commencing debate
“We will now proceed with opening speeches. When your delegation is called upon, please approach the podium and give your opening speech. Each delegate will have [TIME] to make their speech.”
Open floor
“The floor is now open for any motions to be made (on the topic of X)/(on the resolution submitted by [delegate]). Are there any motions at this time?”
Delegates make motion, jump to General Speakers List, Moderated Caucus, or Unmoderated Caucus. At the chair's discretion, you may move to open any of these.
If there are open resolutions, jump to resolutions.
General Speakers List
"The delegate of X has moved to open the general speakers list (on the topic of X). (At the chair's discretion,) speeches will be limited to [time]. Any delegates wishing to be added to this speakers list please raise your placards high."
(opt.) Divide the GSL into for, against, and/or to (neither for or against) speeches, repeat as necessary: "Any delegates wishing to speak for/against/to the topic please raise your placards high."
Commence with speeches , afterwards the floor is open for any motions.
Moderated Caucus
(opt.) If the delegate did not specify the topic of the moderated caucus: "On what topic would the delegate like the moderated caucus to be on?"
(opt.) If the delegate did not specify the duration of the moderated caucus: "How many speeches/how long does the delegate wish for the moderated caucus to have?"
"The committee now moves into a moderated caucus on the topic of [topic] for (the duration of [time])/(a closed debate time of [number of speeches]). Are there any delegates wishing to speak in this caucus?"
Take note of delegates, commence with speeches.
When time has elapsed: "Time for the moderated caucus has now elapsed. [The floor is now open...]."
Unmoderated Caucus
(opt.) If the delegate did not specify the duration of the unmoderated caucus: "How long does the delegate wish to make the unmoderated caucus?"
"The committee now moves to an unmoderated caucus for a duration of [time]."
When time has elapsed: "The unmoderated caucus has now elapsed. Delegates please return to their seats. [The floor is now open...]"
Resolutions
"We will now commence with debate on the resolution submitted by [delegate/bloc] (on the topic of X). The chairs will be setting a closed reading time of [time]. Your reading time starts now."
(opt.) "Delegates are reminded that no talking or conversing is allowing during reading time."
Once reading time has elapsed
"Reading time has now elapsed. Will the main submitter please approach the podium to read the operative clauses of the resolution?"
Upon finishing: "Thank you delegate. Are there any points of clarification on the floor?"
(opt.) Define a PoC: "A reminder that a point of clarification is a request for a dictionary definition of a word(, not to ask a question regarding the resolution or the delegate's stance)."
Commence main submitter speech, then loop back to open floor.
Amendments
"The delegate of X has submitted an amendment for the resolution main submitted by the delegate of Y to [add/modify/strike] clause N (sub(sub)clause M). The amendment reads as such."
Read amendment out loud/project onto screen
"The chair sets a closed debate time of [time]/[X speeches for/against] this amendment."
"Delegates wishing to speak for this amendment please raise your placards."
Take note, do the same for against. Commence with speeches then proceed to voting procedures.
Voting Procedures
"This vote requires (simple or 2/3rds) majority to pass."
"Delegates wishing to vote for this [resolution/amendment/motion] please raise your placards (high)."
Repeat for against, abstentions if necessary.
- If the vote passes: "With X votes for, X votes against, and X abstentions, this [vote/resolution/amendment/motion] does pass. (Clapping is in order.)"
- If the vote does not pass: "With X votes for, X votes against, and X abstentions, this [vote/resolution/amendment/motion] does not pass. (Clapping is not in order)."
Speeches
(opt.) Introducing the time constraints and gavel warnings. Change gavel warning types at your leisure: "You have [time] for your speech. The chair will hit the gavel once at [time](, twice at [time]), (and continuously if you are overtime)."
"You may begin when you are ready."
After the speech
- If time allows: "Thank you delegate. Is the delegate open to any POIs?"
- If time does not allow: "Thank you delegate. Please yield your time back to the chair."
POIs
- If open to POIs: "The delegate has opened themselves to (X POIs)/any and all POIs (pertaining to their speech). (Due to time constraints, we will be limiting to X POIs.) Are there any on the floor at this time?"
- Calling on POIs: "Delegates of [...], you have been recognised (in that order). (Apologies to other delegates.) Delegate of X, you have been recognised for your POI."
Follow-ups:
- "Granted"
- "Denied due to time constraints, (apologies delegate)."
- "Apologies delegate, follow-ups to the nth degree are not allowed."
Yielding
- If no POIs/not open to POIs: "(Seeing as there are none,)/(Thank you delegate) how does the delegate wish to yield their time?"
- If yielding to another delegate: "Does the [target delegate] accept this yield?"
- If accepted: "Thank you delegate. Please approach the podium, you have [remaining time] to make your speech. You may begin when you are ready." (repeat speech procedure)
Points and Motions
Points (in descending order of precedence)
- Point of Personal Privilege: Personal concerns of a delegate, such as a request to use the bathroom, changing the room temperature, etc.
- Point of Audibility: A type of personal privilege to request a delegate to speak up
- Point of Order/Parliamentary Procedure: Raised when a delegate believes the chair has made an error in proceedings of the committee
- Point of Inquiry (to the Chair): Directed to the chair when a delegate has an enquiry about how the conference should be proceeding
- Point of Clarification: Used by chairs and delegates to clarify on facts, definitions, or other information
- Point of Information: Used to ask the current speaker questions regarding the topic debated
Motions
- Motion for a Moderated Caucus
- Motion for an Unmoderated Caucus
- Motion to move into voting procedures
- Motion to move into time for/against
- Motion to move into the previous question: To move onto the next point or order of debate, eg. to move to voting procedures while debating a clause, or to move to the next clause to be debated
- Motion to table the resolution/clause: To put aside the resolution/clause and move to another point of debate; used if there is no productive debate at hand or time is running out
- Motion to divide the house: Forces all delegates to vote for or against, removing the option to abstain from a vote
- Motion to adjourn/recess: To end the current council session and to release the committee for a recess
- Right of reply: Used by a delegate when they are personally offended. Must be approved by a chair.
